Ontario cities with their own home energy programs

11 places in Ontario run a home energy program of their own, and 8 are taking applications now. These stack on top of the Ontario and federal programs every homeowner here can use.

Of the 9 open local programs, 7 are loans, 6 of them repaid on the property tax bill, and 2 pay rebates, grants or free upgrades. Loans pay for the part of the job rebates don’t cover, so we list them but never add them to a rebate total. 1 program asks you to apply before any work starts, so check the steps first. We only list a place once it has a real program, checked against its own pages. Verified .

Cities and regions

Don’t see your city? It may not run its own program yet. Every Ontario and federal program still applies to your home.

“Up to” is each program’s own maximum. Loans are repaid; some city grants are per building, not per household.

Ontario city program questions

As of October 19, 2026: Burlington (Better Homes Burlington); Durham Region (Durham Greener Homes Loan Program); Guelph (Guelph Greener Homes); Hamilton (Better Homes Hamilton Pilot Program); Kingston (Better Homes Kingston); London (BetterHomes London); Ottawa (Better Homes Ottawa Loan Program); Peel Region (Energy Retrofit Assistance); Peterborough (Better Homes Peterborough); Toronto (Home Energy Loan Program (HELP), BetterHomesTO Furnace Upgrade Program); Waterloo Region (RetrofitWR).

6 of the 7 open loan programs (Durham Greener Homes Loan Program, Guelph Greener Homes and BetterHomes London and others) are repaid through the property tax bill. Others are repaid to a utility or lender. A loan spreads the cost; it doesn’t reduce it, so we never add loans to rebate totals.

Usually, yes: city programs are designed to sit on top of provincial and federal rebates, and a city loan often pays for the part of the job the rebates don’t cover. Each program sets its own rules for the same work, so check them before you count on both. BetterHomes London asks you to apply before work starts.
