How it works

Durham Greener Homes is Durham Region's home retrofit hub. In May 2026 the Region launched a low-interest local improvement charge loan of up to $125,000 at 2%, repaid on the property tax bill over a fixed 15-year term. The loan stays with the property if you sell. At least 80% of the loan must go to energy-efficiency work such as insulation, windows and doors, air sealing, heat pumps, electric or heat pump water heaters, solar panels and batteries; up to 20% can go to other eligible items such as flood protection, electrical upgrades, EV chargers and EnerGuide evaluation costs. Properties in the City of Pickering are not eligible for the loan yet.

The program also offers free one-on-one Greener Homes Coaching, a free Weather-ready Home Assessment covering heat, cold, flooding and wind, and an online virtual energy assessment tool (vHEAT). Coaches can tell you about extra local incentives, such as an additional $5,000 for deeper retrofits in Whitby.

Who qualifies

  • Residential property in Durham Region. Properties in Pickering are not currently eligible for the loan.
  • Only work approved after you enrol counts; appliances, cosmetic work, routine maintenance and completed upgrades are not financed.
  • Pre-retrofit EnerGuide evaluation (dated April 28, 2022 or later) and a post-retrofit evaluation are required.
  • You must agree to take part in case studies and share at least 24 months of energy and utility data before and after the retrofit.

How to apply

  1. Step 1: Book a free consultation with a Durham Greener Homes Coach and complete the Eligibility Verification Form.

  2. Step 2: Once approved, get a pre-retrofit EnerGuide evaluation and upload it with contractor quotes and the funding request.

  3. Step 3: Sign the Property Owner Agreement and request up to 50% of the eligible funds.

  4. Step 4: Complete the work, get a post-retrofit EnerGuide evaluation and submit the Project Completion Report to receive the rest.

  5. Step 5: Repay through your property taxes, or pay off the balance at any time.
