Short answer

Sometimes. Programs such as LogisVert and Efficiency Manitoba let you claim after the heat pump is installed, within a deadline. Others, including Home Renovation Savings for heat pumps, need pre-approval first, so an install without it won't qualify.

Programs that need approval before you install

For these, a heat pump installed before approval doesn't qualify. In Ontario, Home Renovation Savings heat pumps go through a participating contractor who applies for you, and installation must wait for pre-approval.

The National Heat Pump Rebate

As announced, you apply online, get approval (expected within 24 hours), then buy and install. The government hasn't said whether a heat pump installed before the portal opens will qualify. Read the National Heat Pump Rebate guide before you count on it.
