How it works

This stream of the Energy Savings Program serves individual suites in apartment buildings, stacked townhomes and larger multiplexes. It only covers electric-to-electric upgrades: replacing electric space heating with a ductless heat pump, or an electric water heater with a heat pump water heater.

At income Level 1, a ductless mini-split or multi-split heat pump can get up to $5,000 and a heat pump water heater up to $3,500. At Level 2 the maximums are $4,000 and $2,800. Level 3 households do not qualify.

As with the main program, you pre-register for a code and a registered contractor claims the rebate on your invoice. Renters need landlord consent, and condo or co-op owners need strata or co-op consent.

Who qualifies

  • Suite in an apartment building up to six storeys (rental, strata or mixed-use), a stacked townhome, or a multiplex with six or more units; the suite must be heated with electricity
  • Household income at or below the Level 1 or Level 2 limits (e.g. 1 person: $51,100 / $63,900; 4 people: $94,900 / $118,600)
  • BC Assessment value of $754,000 or less (for rentals and equity co-ops, the building value divided by the number of units)
  • Year-round primary residence at least 12 months old
  • Electricity account in a resident's name, not the strata or landlord
  • Landlord consent form for renters; strata or equity co-op consent form for owners; landlords can enrol up to ten eligible homes

How to apply

  1. Step 1: Pre-register in the ESP portal with income documents to receive a code before installing anything

  2. Step 2: Get strata, co-op or landlord approval and quotes from ESP-registered contractors

  3. Step 3: Have the work installed within three months of approval; the contractor claims the rebate and you pay the remainder
