How it works

The Home Renovation Rebate Program is B.C.'s main retrofit rebate open to every income level. BC Hydro and FortisBC run it with provincial CleanBC funding, and it covers detached houses, duplexes, row homes, townhomes, mobile homes on a foundation and small multiplexes. Condos and apartments use a separate program.

A heat pump that replaces hard-wired electric heat (baseboards, radiant or an electric furnace) earns $4,000 if it heats the whole home or $1,500 if it heats at least half of it. Insulation pays by area and R-value added, up to $5,500 in total. Windows and doors pay $100 each, up to $2,000, and an electric-to-heat-pump water heater upgrade pays $1,000. Insulation and window rebates are also open to homes heated by FortisBC gas, Pacific Northern Gas, propane or oil.

Homes in northern B.C. (100 Mile House and north) on BC Hydro electricity can get up to $6,000 for a heat pump that replaces oil, gas or propane heat, $4,500 for a dual-fuel ducted heat pump, and $1,000 for a heat pump water heater that replaces a fossil-fuel tank.

Doing two upgrades adds a $300 bonus; doing three or more with before-and-after EnerGuide evaluations can earn $750 to $2,000 instead. Heat pumps and insulation must be installed by a Home Performance Contractor Network (HPCN) member. You pay the contractor and apply for the rebate afterwards.

Who qualifies

  • Residential account with BC Hydro, FortisBC (electricity or gas), Pacific Northern Gas, or the municipal utilities of New Westminster, Penticton, Grand Forks, Nelson or Summerland
  • Year-round primary residence at least 12 months old: detached house, metered secondary suite, mobile home on a foundation, duplex, triplex, row home or townhome with its own meters, or a small multiplex (up to five units, three storeys); condos, apartments and strata-account homes are excluded
  • Electric-to-heat-pump rebates: home primarily heated by hard-wired electric heat, with electric backup
  • Insulation and windows: home primarily heated by electricity, FortisBC gas, Pacific Northern Gas, propane or oil
  • Licensed contractor with a GST number; heat pumps and insulation must be installed by an HPCN member; no self-installs
  • Cannot be combined with the CleanBC Energy Savings Program or FortisBC income-qualified rebates for the same home
  • No income test

How to apply

  1. Step 1: Check that your home and upgrade qualify on the BC Hydro or FortisBC rebate pages

  2. Step 2: Get quotes from HPCN contractors and have the work done

  3. Step 3: Pay the invoice in full; keep the invoice and, for whole-home heat pumps, the heat load calculation

  4. Step 4: Apply online within six months of the invoice date: BC Hydro and New Westminster customers through BC Hydro, FortisBC and other municipal utility customers through FortisBC
