How it works

The Energy Affordability Program pays the full cost of energy upgrades for lower-income households. It has two levels. Comprehensive Support starts with a free in-home assessment. The program then installs upgrades such as LED lighting, ENERGY STAR fridges, freezers, dehumidifiers and window air conditioners, a drying rack and smart power strips. Homes with electric water heating can get efficient showerheads and aerators, and homes heated by electricity or oil may also get attic or basement insulation, draft-proofing, a smart thermostat and a cold-climate air-source heat pump.

Energy Saving Kits are free do-it-yourself packages mailed to households with somewhat higher incomes. They contain items such as LED bulbs, weatherstripping, a handheld showerhead, aerators and a block heater timer.

Income limits apply, but you can also qualify through benefits such as OESP, LEAP, Ontario Works, ODSP or the Guaranteed Income Supplement, by living in eligible social housing, or by living on reserve. Renters can take part. With federal Oil to Heat Pump Affordability funding, eligible oil-heated homes can get a heat pump at no cost.

Who qualifies

  • You live in Ontario and are the primary or secondary utility account holder. Owners, renters and lessees all qualify.
  • Comprehensive Support income limits (before tax): $48,220 for 1 person, $68,193 for 2, $83,518 for 3, $96,439 for 4, $107,823 for 5, $118,113 for 6, $127,576 for 7 or more.
  • Or, in the past 12 months, you received OESP, LEAP, Ontario Works, ODSP, the Guaranteed Income Supplement, the Allowance for Seniors or Survivors, Healthy Smiles Ontario or Home Winterproofing Program upgrades; or you live in eligible social housing; or you are an on-reserve community member.
  • Energy Saving Kits have higher income limits: $71,437 for 1 person up to $174,983 for 6 or more.
