How it works
The Home Winterproofing Program installs energy upgrades at no charge in lower-income homes heated by natural gas. An authorized delivery agent spends about two hours assessing the home, and qualified contractors then install the wall, attic or basement insulation and draft-proofing the home needs. Participants who get insulation or draft-proofing also receive a smart thermostat. Expect at least three visits: the assessment, the installation and a follow-up.
One application screens you for both this program and Save on Energy's Energy Affordability Program, so eligible homes can also get electricity-saving items such as ENERGY STAR appliances and LED lighting. Renters can take part with the landlord's written permission. Enbridge says more than 65,000 homes have taken part.
Who qualifies
- An Enbridge Gas account is in your name and the home is heated by a natural gas furnace or boiler, or by a gas fireplace that is the main heat source.
- Before-tax household income is under the limit ($48,220 for 1 person, $68,193 for 2, $83,518 for 3, $96,439 for 4, $107,823 for 5, $118,113 for 6, $127,576 for 7 or more), or someone in the home receives Ontario Works, ODSP, LEAP, the Guaranteed Income Supplement, the Allowance for Seniors or Survivors, Healthy Smiles Ontario, OESP or Energy Affordability Program support.
- Detached, semi-detached, duplex or triplex, row house or townhouse, or mobile home on a permanent foundation. Apartments and condominiums are excluded.
- Renters need written landlord permission. Residents and providers of designated social housing can apply.
How to apply
Step 1: Apply online through Enbridge Gas or call 1-844-770-3148.
Step 2: Send proof of income (the latest Notice of Assessment for each adult in the home, with the SIN blacked out) or a benefit statement.
Step 3: Host a home visit of about two hours from your area's delivery agent (EnviroCentre for K postal codes, CLEAResult for L, M and P, The Home Inspectors Group for N).
Step 4: Contractors install the upgrades for free, and a follow-up visit confirms the work.
Stacks with HWP
The program says these can be combined with it for the same home. Check each one’s rules for the same upgrade before you count on both.
