How it works

BetterHomes London is the City of London's home energy retrofit financing program, launched in spring 2026 with support from the Federation of Canadian Municipalities' Green Municipal Fund. It lends between $5,000 and $40,000 at a 2.5% fixed rate. The project must be worth at least $15,000 and cut the home's energy use by at least 25%. You repay through your property tax bill over 10, 15 or 20 years, and you can pay it off early with no penalty.

At least 80% of the project cost has to go to energy efficiency work such as insulation, air sealing, windows and doors, heat pumps and other heating, cooling and ventilation, water heating, lighting, or solar and batteries. Up to 20% can go to related work such as electrical upgrades, EV charging, flood prevention, low-flow fixtures, permits and energy assessments. Up to half of the approved cost can be paid out before work starts, and the loan stays with the house if you sell.

Households under the program's income limits can earn incentives of $2,500 to $10,000, depending on how much energy the retrofit saves. The incentive is applied after the work is done and comes off your loan balance. A free retrofit coach helps plan the project, review quotes and find other rebates.

Who qualifies

  • You own a detached, semi-detached, townhome, duplex or triplex in London that is someone's full-time primary residence.
  • Your property taxes are up to date.
  • The retrofit must cut the home's energy use by at least 25%, and at least 80% of costs must be energy efficiency work.
  • Incentives are only for households under the income limits (under $95,000 for one person, under $115,000 for two to five people). Rental properties can't get incentives.
  • Work already completed, appliances, cosmetic work and routine maintenance don't qualify.

How to apply

  1. Step 1: Fill in the Get started form on the BetterHomes London website. Eligibility is usually confirmed within 10 business days.

  2. Step 2: Book a home energy assessment (most participants pay about $500 to $700) and plan the project with your retrofit coach.

  3. Step 3: Sign the Property Owner Agreement before starting work, then finish the upgrades within 12 months.

  4. Step 4: Submit your receipts. The loan, minus any incentive, is repaid through your property tax bill.
