How it works
The City of Toronto's Home Energy Loan Program provides fixed-rate financing for home energy improvements, repaid through your property tax bill. Eligible work includes air-source heat pumps, geothermal, windows and doors, insulation and air sealing, high-efficiency furnaces, boilers, air conditioners and water heaters, tankless and drain-water heat recovery systems, solar PV and solar hot water, battery storage, Level 2 EV chargers and toilet replacements.
Terms are 5, 10, 15 or 20 years. The 20-year term is only for projects that include heat pumps, geothermal, solar PV or new windows. Up to 30% of the funds can be advanced once the City approves your Property Owner Agreement. The loan stays with the property, so a buyer takes over the remaining balance, and you can repay early at any time.
Heat pump-only and rooftop solar-only projects do not need EnerGuide assessments before and after the work; the installer signs an attestation form instead. HELP can be combined with provincial, utility and federal rebates.
Who qualifies
- Detached, semi-detached, row house, duplex, triplex or other low-rise residential building (up to 3 storeys and 6 units) in Toronto (M postal code).
- All owners on title must consent, and your mortgage lender must give written consent.
- No more than three instances in the past three years of property tax or utility accounts being 60 or more days overdue.
- The total loan, including interest and the administration charge, cannot exceed 10% of the property's current value assessment or $125,000.
How to apply
Step 1: Submit the online HELP application.
Step 2: Get an EnerGuide home energy assessment (not needed for heat pump-only or solar-only projects), then submit a funding request with contractor quotes.
Step 3: Sign and return the Property Owner Agreement. You can then request up to 30% of the funds up front.
Step 4: Complete the work and submit the Project Completion Report with contractor invoices (and the installer attestation for heat pump-only or solar-only projects).
Step 5: Repay through your property tax bill: you are enrolled in the pre-authorized tax payment plan and pay 11 instalments a year. You can pay off the balance at any time.
