Halifax home energy rebates and loans

Halifax homeowners can finance a heat pump and other upgrades through the municipality’s HalifACT Home Energy Upgrade Program. Nova Scotia’s Home Energy Assessment Program pays toward a heat pump after an energy assessment (program maximum $5,000); the amount depends on the system. The federal National Heat Pump Rebate will add $2,000, or up to $10,000 below the median income, once it opens.

Halifax Regional Municipality covers the old wood-frame neighbourhoods of the peninsula and Dartmouth, newer suburbs and a large rural area. Many homes still burn heating oil, and Nova Scotia has some of the highest heat pump adoption in Canada.

How HalifACT Home Energy Upgrade Program works

Open

The HalifACT Home Energy Upgrade program, launched in April 2026, finances deep energy upgrades for oil-heated homes in the Halifax Regional Municipality. The municipality pays your installers, then places a voluntary Local Improvement Charge on the property. You repay it once a year, separately from your property tax bill, over 10 years at a fixed 4.75%. You can pay off the balance at any time without penalty, and the charge can transfer to a buyer if both parties agree.

Who qualifies
  • You own a residential property in the Halifax Regional Municipality that isn't used to earn business income.
  • The home was built before 2000 and is heated mainly with oil.

  • The recommended upgrades must achieve an estimated 50% or greater reduction in energy use, including the minimum heat pump and insulation specifications from your assessment.
Steps, in order
  1. Register through the HHEU registration page or call a Navigator at 902-812-5028 (hfxnavigator@switchpace.org).
  2. Book a home energy assessment (typically about $200) and send the report to the Navigator.
  3. If a 50% reduction is achievable, get contractor quotes for the recommended upgrades and submit them.
  4. Sign the participant agreement, have the work done, then complete the post-retrofit assessment.
  5. The municipality pays the installers and adds the Local Improvement Charge to the property.
