How it works

The HalifACT Home Energy Upgrade program, launched in April 2026, finances deep energy upgrades for oil-heated homes in the Halifax Regional Municipality. The municipality pays your installers, then places a voluntary Local Improvement Charge on the property. You repay it once a year, separately from your property tax bill, over 10 years at a fixed 4.75%. You can pay off the balance at any time without penalty, and the charge can transfer to a buyer if both parties agree.

Eligible work includes heat pumps from Efficiency Nova Scotia's eligible list, removing the old oil tank and furnace, electrical service upgrades needed for the heat pump, duct changes, HRV/ERVs, electric water heaters and attic, basement, crawlspace and exterior wall insulation. The upgrades must be recommended in your home energy assessment and add up to an estimated 50% or greater cut in energy use. Solar isn't included, so use the Solar City program for that.

A free Navigator guides you through registration, the assessment, contractor quotes and the participant agreement. Financing is limited to about 100 homes.

Who qualifies

  • You own a residential property in the Halifax Regional Municipality that isn't used to earn business income.
  • The home was built before 2000 and is heated mainly with oil.
  • Property taxes and other municipal charges are paid up, and any municipal lien is paid or on a payment plan.
  • The recommended upgrades must achieve an estimated 50% or greater reduction in energy use, including the minimum heat pump and insulation specifications from your assessment.
  • The participant agreement must be signed by all owners and the municipality before installation starts.

How to apply

  1. Step 1: Register through the HHEU registration page or call a Navigator at 902-812-5028 (hfxnavigator@switchpace.org).

  2. Step 2: Book a home energy assessment (typically about $200) and send the report to the Navigator.

  3. Step 3: If a 50% reduction is achievable, get contractor quotes for the recommended upgrades and submit them.

  4. Step 4: Sign the participant agreement, have the work done, then complete the post-retrofit assessment.

  5. Step 5: The municipality pays the installers and adds the Local Improvement Charge to the property.
