How it works

HELP lends Saskatoon homeowners between $1,000 and $40,000 for energy efficiency, renewable energy and water-saving upgrades, or up to $60,000 with proof that the project will cut home energy use by at least 50%. Loans are repaid through property taxes, can be paid off early without penalty, and are registered as an interest on the property title, so the balance must be repaid or taken over by the buyer when the home is sold.

2026 interest rates are 3.24% (5 years), 4.03% (10 years), 4.68% (15 years) and 4.83% (20 years). The rate is fixed once you sign your agreement with the City. Pre- and post-retrofit EnerGuide evaluations are required, and loan participants get $1,000 back toward those evaluation costs. A $750 administration fee applies but is waived for income-qualified households.

Eligible work includes cold-climate air source and geothermal heat pumps, high-efficiency furnaces and boilers, insulation, air sealing, windows and doors, water heaters, drain-water heat recovery, HRV/ERVs, smart thermostats, solar PV and solar water heating, batteries paired with renewables, Level 2 EV chargers and water-saving fixtures.
