How it works

Réno logement abordable helps owners of older Montréal buildings with six or more dwellings renovate while keeping rents affordable. The city inspects the building and identifies the components that qualify. These can include heating, ventilation and air conditioning, the envelope and roof, foundations, windows and doors, and added thermal insulation.

The subsidy is a share of the cost of each component: 40% for the envelope, foundations, structure and roof, 35% for heating, air conditioning, ventilation and openings such as windows and doors, and 30% for electrical, plumbing and interior work. The caps are $14,000 per dwelling for work and $2,800 per dwelling for fees, with a maximum of $500,000 per building. Buildings with very affordable rents get 5 more percentage points, up to $16,100 per dwelling and $575,000 per building.

Replacing any oil-fired boiler, central furnace or water heater is mandatory, as is replacing the private part of a lead water-service line. You need an architect or other building professional, borough permits, and the city's written approval before any work starts.

Who qualifies

  • Building in Montréal with 6 or more dwellings, 5 storeys or fewer, built more than 20 years ago.
  • At least one third of the units rented at or below the program's affordable rent levels, and at least half the units occupied.
  • The building must score 3 or 4 (neither too good nor too poor) on the city's mandatory inspection.
  • Housing co-ops and non-profits can have more than 5 storeys. Rooming houses need 4 or more rooms.
  • Work must not start before the city's written approval.

How to apply

  1. Step 1: Check the eligibility criteria and the affordable rent levels in the program's additional information document.

  2. Step 2: Submit the online application with the supporting forms, and pay the non-refundable file review fee ($309 plus $58 per unit, up to $2,049).

  3. Step 3: After the admissibility letter, the city inspects the building and identifies the eligible components.

  4. Step 4: Hire a building professional, get borough permits and wait for written approval before starting work.

  5. Step 5: Request payment component by component once the work is done. Mandatory work must be finished first.
