Short answer

Almost never. Heat pump programs such as B.C.'s Home Renovation Rebate say self-installs aren't eligible, and most require an installer on the program's list. A few programs pay for do-it-yourself insulation or air sealing materials instead.

Why programs don't pay for DIY heat pumps

Heat pumps need refrigerant handling, electrical work and, in many places, a permit. Programs tie rebates to licensed and registered installers so the system is sized and set up as the rebate assumes. See do I need a registered contractor.

What you can do yourself

Air sealing and some insulation, where a program allows it: check the table above. Smart thermostats are often rebated without an installer: see smart thermostat rebates.

Frequently asked questions

Not with the main heat pump programs. Their rules call for a licensed installer, and most for one registered with the program. Check the program page for the exact wording.
