How it works
The Programme de retrait ou de remplacement des appareils à combustible solide non certifiés ou certifiés de première génération (Program for removing or replacing uncertified or first-generation solid-fuel appliances) is a Ville de Québec grant under by-law R.V.Q. 2950. Its aim is cleaner air. It covers wood, pellet and other solid-fuel stoves, inserts, furnaces and boilers that are not certified to EPA or CSA B415.1, or that are first-generation certified models from about 1988 to 2015.
If you replace the old appliance with a new EPA or CSA B415.1 certified wood or pellet appliance, the city pays 90% of the cost, up to $1,000. The grant covers the appliance and the vent if one is needed, but not installation. A decorative gas fireplace qualifies only when it replaces an uncertified decorative fireplace. If you remove the old appliance and do not replace it, the city pays $100.
The city's authorized supplier picks up the old appliance at your home. Requests are processed in the order received while funds last, and no request can be reserved once funds run out. Any taxes or other amounts you owe the city are deducted from the grant.
Who qualifies
- The appliance is in a residential building, an accessory building, or the residential part of a mixed-use building in Québec City. Commercial, industrial and institutional buildings are not eligible.
- The old stove, insert, furnace or boiler is not certified to EPA or CSA B415.1, or is a first-generation certified model (about 1988 to 2015).
- The owner applies. A tenant can apply with a signed proxy from the owner.
- An owner can get more than one grant, for several appliances at one address or at different addresses.
How to apply
Step 1: Before removing the old appliance, take a photo showing it still connected to the chimney, plus a photo of its label showing the maker and model.
Step 2: Put the old appliance outside at ground level, not near the road, and email ville.poele@gmail.com with your name, address and phone number to book pickup by the city's supplier within five business days.
Step 3: Within 6 months of pickup, email the completed form, photos and purchase invoice to Habitation@ville.quebec.qc.ca.
Step 4: The city reviews your file and mails the payment.
