How it works
The City of Nanaimo's Home Energy Retrofit Financing Program is a property-tax (PACE-style) loan of up to $15,000 at 0% interest. You repay it over 10 years through a charge on your property tax bill; for example, $15,000 works out to $1,500 a year. You can pay off the whole balance early, and up to 25% of the project cost (maximum $5,000) can be advanced for a contractor deposit.
Eligible work includes switching from fossil fuel heating to an all-electric heat pump (dual-fuel systems are excluded), solar panels on homes that already heat with electricity, batteries where solar is already installed, and envelope upgrades such as insulation, windows, doors and draft-proofing. Up to 30% of the loan can go to related non-energy work done alongside an energy upgrade.
The program targets middle-income households: incomes must be above the CleanBC Energy Savings Program Level 1 threshold (unless you are already in that program) and below the City's 90th-percentile limits. Applications are ranked on income and equity, energy savings and climate impact, with priority for seniors. Participants must join the free Home Energy Navigator and get EnerGuide evaluations before and after the work.
Who qualifies
- Property within City of Nanaimo boundaries with an assessed value of $1.23 million or less, and property taxes up to date.
- Household income must be below the City's 90th-percentile limits ($185,505 for one person up to $344,712 for four or more) and above the CleanBC Energy Savings Program Level 1 threshold, unless you are already accepted in that program.
- Only the property owner can apply and sign. Second homes you own are eligible.
- You must complete a pre-upgrade EnerGuide evaluation, use an approved contractor, join the free Home Energy Navigator, and sign the financing agreement before work begins.
