How it works

Launched in fall 2026 with federal funding, the program pays for a limited number of no-cost upgrades for income-qualified households, covering up to 100% of approved costs. It is offered province-wide, with tailored offerings such as insulation and air sealing in Hydro's isolated diesel communities, where Hydro staff contact applicants to work out eligible upgrades.

Applicants are screened, then booked with a participating energy auditor for a pre-upgrade assessment. takeCHARGE reviews the recommendations and contractor quotes, approves the scope, and pays contractors and auditors directly after a post-upgrade inspection.

Landlords can enrol up to two properties if the tenants meet the income test, give written consent, have 12 consecutive months of rental history on the electricity account and have a lease running at least six more months.

Who qualifies

  • Adjusted net income (line 23600 minus line 43500) at or below: 1 person $37,375; 2 people $73,600; 3 people $104,650; 4 people $131,100; 5 or more $136,850
  • Active Newfoundland Power or NL Hydro account; home connected to the interconnected grid (isolated diesel communities are served separately)
  • Year-round primary residence on a permanent foundation; new homes excluded
  • Only projects completed after October 5, 2026 are eligible

How to apply

  1. Step 1: Apply online with Notice(s) of Assessment for the most recent tax year

  2. Step 2: Receive an assessment approval code and book a participating energy auditor

  3. Step 3: Collect quotes from participating contractors and submit them for approval

  4. Step 4: Complete approved work within 120 days of pre-approval; an auditor does the final inspection and takeCHARGE pays the contractors
