How it works
The District of Saanich lends homeowners up to $12,000 at 0% interest to replace an oil, natural gas or propane furnace or boiler with an efficient electric heat pump. The loan is repaid over 10 years through an extra charge on your property taxes.
Ducted, ductless mini-split, air-to-water and combined space and water heat pumps qualify, and the financing can also cover related electrical service upgrades, ducting changes, duct cleaning and air filtration. The heat pump must become the home's main heat source with no fossil-fuel backup, and oil-heated homes must remove the oil equipment and tank.
The program runs in intakes, and half of the spaces each year are reserved for income-qualified households. Income-qualified participants are encouraged to register for the CleanBC Energy Savings Program first, so its rebate goes to the contractor and Saanich financing covers the rest.
Who qualifies
- Single-family home, duplex, or qualifying townhouse or mobile home in Saanich
- Home primarily heated with oil, natural gas and/or propane
- Property taxes and municipal utility bills in good standing
- Financing agreement signed before any work starts; installation by a program-eligible contractor
- Heat pump becomes the primary heating system with no fossil-fuel backup; replacing broken oil equipment is not eligible
- Half of spaces reserved for income-qualified households (proof of income from the past 18 months); tenants in the income-qualified stream need a Tenant Consent Form
How applications worked
Step 1: Submit the registration form and documents by October 13, 2026 for the fall 2026 intake, through the secure online portal, by mail, or in person at City Green Solutions or Saanich Municipal Hall
Step 2: Income-qualified households: pre-register for the CleanBC Energy Savings Program first
Step 3: Council adopts the fall intake's financing bylaws on November 23, 2026; after that you can install the heat pump and receive financing
