How it works
Scratch & Win is HAT Smart's rebate for small conservation purchases. You submit a 2026 receipt for an eligible item and City staff scratch a ticket on your behalf to set the rebate, which can be up to $100 per request. Each home can claim up to two requests, or one request worth up to $200, for a maximum of $200 in 2026.
The list is broad. It includes smart or programmable thermostats, weatherstripping, door sweeps, caulking and other air-sealing products, efficient lighting and smart plugs, home energy monitors, furnace and heat pump servicing, hot tub and pool covers, and ENERGY STAR dishwashers, fridges, freezers, washers, dryers, furnaces and air conditioners. Decorative lighting doesn't qualify.
The rebate is credited to your City utility account, usually within four weeks.
Who qualifies
- You have a City of Medicine Hat residential electric and/or natural gas utility statement in your name for the address.
- Items were bought in Canada (in store or from a Canadian online seller) between January 1 and December 31, 2026.
- Items save water, electricity or natural gas and appear on the HAT Smart eligible list.
- Condominium associations are not eligible.
How to apply
Step 1: Check that your item is on the eligible list on the Scratch & Win page.
Step 2: Submit the 2026 Scratch and Win form online, or visit Customer Service at City Hall (580 1 St SE), with a dated receipt and proof of payment.
Step 3: For ENERGY STAR items, include the brand, model number and the ENERGY STAR product finder sheet.
Step 4: Staff scratch the ticket with a witness and credit the result to your utility account.
