How it works

The City of Calgary funds free upgrades for income-qualified households to cut gas, electricity and water use. After a home assessment, eligible homes can receive measures such as insulation, efficient furnaces, high-efficiency toilets and LED lighting at no cost.

The program has three streams: Home Upgrades (installed retrofits), RetroKits (free do-it-yourself kits delivered to the door) and multilingual Empower Me workshops. The Home Upgrades stream is currently waitlisting applications; RetroKits and workshops remain open.

For the Home Upgrades stream, the home must be a detached house, duplex or townhome built before 1998, and the applicant's name must be on the utility bill.

Who qualifies

  • Calgary resident; homeowner or renter
  • Household income (all members 18+) at or below: 1 person $52,884; 2 $65,836; 3 $80,938; 4 $98,269; 5 $111,456; 6 $125,703; 7+ $139,951
  • Home Upgrades stream: detached house, duplex or townhome built before 1998
  • Applicant's name on the utility bill
  • Owner-occupiers renting part of their home may qualify; rental income counts toward household income
