How it works
Strathcona County’s Clean Energy Improvement Program (CEIP) offers low-interest financing on up to 100% of eligible project costs, repaid through the annual property tax bill. The County lists its rate as 2%, with terms of up to 20 years and never longer than the upgrades’ useful life.
During the program’s first four years, a 5% incentive is applied to completed projects on a first-come, first-served basis.
The County says CEIP is currently at capacity and closed to pre-qualification submissions. Applications already on the waitlist are processed as space opens; Alberta Municipalities can give status updates.
Who qualifies
- You are the legal owner of a single or semi-detached house, row house, townhome or low-rise multi-unit building (three storeys or fewer, 600 m² or less) in Strathcona County, lived in as a residence.
- Your property tax account has had no arrears in the past six years and other County accounts are in good standing.
- Total debt on the property, including CEIP, can’t exceed its assessed value, and your insurance must cover full value plus $1 million liability.
- Upgrades started before the CEIP agreements are signed aren’t eligible.
How applications worked
Step 1: New pre-qualification submissions are closed. Submissions already on the waitlist are processed in order as space opens.
Step 2: Watch the County’s CEIP page for a notice if the program reopens.
Step 3: When open: complete the pre-qualification form, get an EnerGuide evaluation, then submit a project application with a CEIP-qualified contractor.
Step 4: Sign the program agreements before any work starts, install the upgrades, and repay through your property tax bill.
