How it works

The Canada Secondary Suite Loan Program was announced in Budget 2024, with $409.6 million for CMHC, as a low-interest loan to help homeowners add basement apartments, garden suites or laneway homes. In December 2024 the government proposed raising the maximum from $40,000 to $80,000, at a 2% rate over 15 years, with a launch planned for early 2025.

The program never opened. Budget 2025, as part of a spending review at CMHC, said it would not be implemented because it would largely overlap with the insured-mortgage changes announced in January 2025.

Many websites still describe this loan as available. Homeowners who want to build a suite can instead ask their lender about insured mortgage refinancing for secondary suites, and should check the Multigenerational Home Renovation Tax Credit if the unit is for a senior or a relative with a disability.
